internal regulations of the non-state educational institution of higher professional education "Saint Petersburg Humanitarian University of Trade Unions" for students
1. GENERAL PROVISIONS
1.1. These Rules of internal regulations of the non-state educational institution of higher professional education "Saint Petersburg Humanitarian University of Trade Unions" for students (hereinafter - Rules) are developed based on the Federal Law "On Education in the Russian Federation" dated December 29, 2012 No. 273-FZ and the "Model Regulations on an educational institution of higher professional education (higher educational institution) of the Russian Federation," approved by the Government of the Russian Federation Resolution dated February 14, 2008 No. 71 (as amended on November 2, 2013), the Charter of the Saint Petersburg Humanitarian University of Trade Unions, local regulatory acts of the University.
1.2. These Rules are a local regulatory act of the university that regulates the rights and obligations of students, the organization of classes, rewards for academic success, responsibility for violating academic discipline, academic schedule, and rules of student conduct in the premises of the Saint Petersburg Humanitarian University of Trade Unions (hereinafter - University) and on its territory.
1.3. These Rules should contribute to the effective organization of the educational and upbringing process, strengthening student discipline, and rational use of study time.
1.4. The basis for maintaining discipline includes the following conditions: knowledge and compliance by students with the legislation of the Russian Federation, requirements of the Charter and local acts of the University; personal responsibility of each student for maintaining internal order in the University; daily demands of the University administration on students, respect for the personal dignity of students and constant care for them, skillful combination and proper application of persuasion measures and public influence of the collective.
1.5. These Rules, changes, and additions to them are published on the official website (portal) of the University. Knowledge and compliance with the Rules are mandatory for all students.
1.6. These Rules apply to listeners, graduate students, and other categories of students of the University in part corresponding to their legal status according to the legislation of the Russian Federation.
2. MAIN RIGHTS AND OBLIGATIONS OF STUDENTS
2.1. Relationships within the University are based on the principles of mutual respect among students, teaching staff, and other employees of the University.
2.2. Students of the University have the right:
2.2.1. To receive knowledge corresponding to the current level of development of science, technology, and culture.
2.2.2. Within the scope of study time allocated for elective courses provided by the main educational program, choose specific courses.
2.2.3. Participate through public organizations and governing bodies of the University in discussing and resolving key issues of the University’s activities in the manner established by the University.
2.2.4. Use the premises, equipment, and funds of libraries, educational, scientific, and other departments of the University in the manner established by the University.
2.2.5. Participate in research work, conferences, symposia, present their works for publication, including in University publications.
2.2.6. Evaluate the content, organization, and quality of the educational process as a whole, as well as the work of individual teachers.
2.2.7. Use teaching materials posted on the internal portal of the University.
2.2.8. Timely receive information about the requirements for passing interim and final certification, evaluation criteria, as well as complete and reliable information about the assessment of their knowledge.
2.2.9. Students who have academic debts have the right to pass interim certification on the relevant subject, course, or discipline (module) no more than twice within the period determined by the University within one year from the date of formation of the academic debt, excluding periods of illness, academic leave, or maternity leave.
2.2.10. Timely receive information about the schedule of classes, the schedule for clearing academic debts, and changes made to the class schedule.
2.2.11. Reside in the dormitory if there is appropriate housing stock of the University in the manner established by the University.
2.2.12. Receive state academic and/or state social scholarships, as well as other forms of material support in accordance with the legislation of the Russian Federation.
2.2.13. Take academic leave and maternity leave or child care leave in accordance with current legislation, the Charter, and local acts of the University.
2.2.14. Transfer to another higher educational institution in the manner established by the legislation of the Russian Federation.
2.2.15. Switch from one educational program to another in accordance with the legislation and in the manner established by the University.
2.2.16. Be reinstated for study at the University in accordance with the legislation, Charter, and local acts of the University.
2.2.17. Appeal the orders and instructions of the University administration in the manner established by the legislation of the Russian Federation.
2.2.18. Other academic rights in accordance with the legislation of the Russian Federation, the Charter of the University, and local acts of the University regulating the legal status of students at the University.
2.3. Students of the University are obligated to:
2.3.1. Comply with the requirements of the University Charter, the terms of the training agreement, the orders and instructions of the rector, the requirements of the rector's office and dean's office, these Rules, the Rules of internal regulations of the Student House of the University, and other local acts of the University regulating the educational and upbringing process.
2.3.2. When entering the University premises and/or being on the University premises, carry a badge of the established University format with a photograph and radio card. The badge should be worn throughout the entire stay in the premises and on the territory of the University, attached to clothing (on the left side of the chest), or on a special cord intended for attaching the badge.
2.3.3. Throughout the entire training period, observe discipline, attend classes, diligently perform all types of educational activities provided by the University, and pass interim and state final certification within the prescribed deadlines.
2.3.4. Arrive on time for classes.
2.3.5. Timely clear academic debts.
2.3.6. Attend meetings on the results of interim certifications and other meetings organized by the University administration.
2.3.7. Not commit illegal acts that have socially dangerous consequences for the University, its students, and employees.
2.3.8. Strictly observe the rights and freedoms of the teaching staff, other employees of the University, and students guaranteed to them by the Constitution of the Russian Federation, exclude actions that tarnish their honor and dignity.
2.3.9. Respectfully treat teachers, employees, and students of the University, avoid offensive actions towards them, and exclude the use of profanity.
2.3.10. Greet the teacher upon entering the classroom by standing up. During class, enter and exit the classroom only with the teacher's permission.
2.3.11. Carefully treat the property of the University (including the property of third parties located in the University), compensate for any damage caused in the amount and manner established by the legislation of the Russian Federation, prevent damage to property and intentional distortion of the external appearance of University buildings and premises. Additionally, without the permission of the University administration, it is prohibited to remove (bring in) items and various equipment from classrooms and other premises. Expulsion from the University does not relieve one of the obligation to compensate for damages in full.
2.3.12. Undergo medical examinations (fluorographic examination, examination in case of infection outbreaks among students, as well as examinations for drug use, toxic or psychotropic substances) in the manner established by the University.
2.3.13. Coordinate with the University leadership participation in competitions, festivals, olympiads, sports events, and also performances at public events outside the University.
2.3.14. Timely pay for tuition at the University according to the terms of the training contract.
2.3.15. Maintain cleanliness and order on the University premises, as well as in all educational, educational-production, and other premises.
2.3.16. Promptly inform the faculty dean's office about the fact of illness that resulted in exemption from classes or cessation of participation in interim certification. In case of illness, no later than 3 days from the date indicated by the doctor as the return-to-study day, provide the faculty dean's office with a medical certificate from the treatment facility.
2.3.17. Timely arrange access to the educational process upon completion
of academic leave.
2.3.18. Participate in the survey of students "Teacher through the eyes of a student" within the timeframe and procedure approved by local acts of the University.
2.3.19. Observe the rules:
– use of the Scientific Library of the University named after D.A. Granin;
– independent work in computer classes (studios) and language labs;
– use of utility rooms (cloakrooms) of Building B of the University Educational Building;
– use of storage lockers at the University;
– behavior in the recreational hall of the Faculty of Arts "Beach".
2.3.20. Observe the prohibition on smoking tobacco on University premises and territories.
2.3.21. Observe public order on the University premises as established by the current legislation of the Russian Federation.
2.3.22. Do not use technical communication devices during all types of study sessions, as well as during interim certification (such as making calls, receiving messages, etc.).
2.3.23. Perform other duties in accordance with the legislation of the Russian Federation, the University Charter, and other local acts of the University.
2.4. The rights, obligations, and responsibilities of students residing in the dormitory are regulated by the Rules of internal regulations of the Student House.
3. PROCEDURE FOR CONDUCTING AND ATTENDING CLASSES AT THE UNIVERSITY
3.1. The academic year at the University for full-time students begins on September 1 and consists of two semesters. A minimum of 2 weeks is allocated for winter holidays and a minimum of 5-8 weeks for summer holidays.
3.2. Classes at the University are conducted according to the schedule in accordance with the curriculum and programs.
3.3. The class schedule is prepared for the semester and communicated to students no later than 10 days before the start of each semester.
3.4. Classes are planned in pairs of two academic hours (each 45 minutes) with a 5-minute break between them. Time is set aside for a lunch break (up to 40 minutes).
3.5. The following class schedule is adopted at the University:
1st pair – 08:30 – 10:05;
2nd pair – 10:15 – 11:50;
3rd pair – 12:30 – 14:05;
4th pair – 14:15 – 15:50;
5th pair – 15:55 – 17:30;
6th pair – 17:35 – 19:10;
7th pair – 19:15-20:45;
8th pair – 20:50 – 22:20.
3.6. After the start of classes, silence and order necessary for the normal course of classes must be ensured in all classrooms and adjacent areas. Interrupting classes is unacceptable.
3.7. Each course is divided into study groups. The composition of study groups is established by the rector's order.
3.8. A group leader is appointed from among the most successful and disciplined students in each group.
3.9. The group leader is directly subordinate to the faculty dean. The functions of the group leader include:
– informing students of issued orders and instructions of the University, and instructions of the dean's office;
– maintaining the Journal of Student Attendance, which is kept in the faculty dean's offices;
– collecting the Journal of Student Attendance daily (before the start of classes) from the dean's office;
– monitoring the state of academic discipline in the group during all types of classes, and the preservation of educational equipment and inventory;
– appointing a duty student to prepare the board for classes;
– notifying students of changes made to the class schedule;
– assisting the dean's office in checking and issuing grade books and student IDs;
– attending the meeting of group leaders (session of the student council) of the course and faculty organized by the dean's office;
– interacting with the dean's office, departments, curators of study groups, and student self-governance bodies to improve the educational, scientific, and public life of the students in the group;
– organizing students for conducting and participating in public events of the faculty and University.
The leader’s instructions within the above functions are mandatory for execution by all students in the group.
4. REWARDS FOR ACADEMIC SUCCESS
4.1. For excellent and good academic performance, active participation in research, public, cultural-mass, and sports activities of the University, the following rewards are established for students:
– announcement of gratitude;
– awarding certificates;
– appointment of Rector’s scholarships of the University, Federation of Independent Trade Unions of Russia scholarships, territorial (sectoral), and named scholarships;
– addition to the state academic scholarship;
– granting the status of "University Scholar" and "Faculty Scholar" with the possibility of partial tuition payment;
– bonuses and financial assistance.
4.2. Rewards are announced by the rector's order in coordination with the student trade union committee and communicated to the students. An excerpt from the reward order is kept in the student's personal file.
4.3. Letters of appreciation from the University Rector (Vice-Rector, Dean of the Faculty) are sent to parents of excellently performing, disciplined students who have achievements in research, sports, cultural-mass, and public work.
5. RESPONSIBILITY OF STUDENTS FOR DISCIPLINARY VIOLATIONS
5.1. When choosing a disciplinary action, the University administration should consider the severity of the disciplinary offense, the reasons and circumstances under which it was committed, the student's previous behavior, and their psychophysical and emotional state.
5.2. For violations of academic discipline, these Rules, the University Charter, and the internal regulations of the Student House, the following disciplinary actions may be applied to students:
– warning at the faculty level;
– reprimand at the faculty level;
– warning at the University level;
– reprimand at the University level;
– expulsion from the University.
5.3 Gross violations of discipline, for which expulsion from the University may be applied as a penalty, include the following:
– violation of duties stipulated in the University Charter;
– violation of obligations under the training contract;
– violation of the rector's orders, requirements of the rector's office, dean's office;
– failure of the student to diligently master the educational program and follow the curriculum;
– use of unauthorized aids, technical communication devices during interim certification;
– absence or tardiness to class due to departure from Saint Petersburg to the place of residence without coordination with the University;
– being in a state of alcoholic or narcotic intoxication, refusal to undergo medical examination;
– deliberate damage to University property;
5.4 Students who fail to clear academic debts within the prescribed period are expelled from the University for failing to meet the obligations to diligently master the educational program and follow the curriculum (Part 11, Article 58 of the Federal Law "On Education in the Russian Federation").
5.5 Students who violate the tuition payment deadlines are expelled from the University for failing to meet the conditions of the education contract.
5.6 A student may be expelled from the University upon the occurrence of legal liability, including conviction, for committing an illegal act against the University, its students, or employees, when the application of other measures to the offender is deemed insufficient.
5.7 Only one disciplinary action is applied for each violation.
5.8 Disciplinary action, including expulsion, may be imposed on a student after receiving a written explanation from them. In case of the student's refusal to provide a written explanation, an act is drawn up according to the established procedure.
5.9 The student must be informed of the order applying a disciplinary action under their signature within 3 days from the date of issuance.
5.10 The application of disciplinary action is possible no later than one month from the date of discovering the offense, not counting the time of the student's absence.
5.11. If within a year from the date of applying disciplinary action the student has not been subjected to new disciplinary action, the disciplinary action is automatically expunged without issuing an order.
5.12. Disciplinary action may be removed early before the expiration of the year upon the request of the faculty dean's office, the student trade union committee, or the student’s request.
6. ORDER IN PREMISES AND RULES OF STUDENT CONDUCT ON UNIVERSITY TERRITORY
6.1. While in the University building, students are required to observe generally accepted norms of behavior in public places.
6.2. In the University premises, it is prohibited to:
– be without a badge;
– be in outerwear and headgear, bring and store outerwear (except in designated places);
– appear in an untidy, provocative appearance;
– talk loudly, make noise, listen to music (except during scheduled classes);
– smoke;
– consume and bring beverages containing alcohol;
– store, distribute, and consume narcotics, toxic, and psychotropic substances;
– be on the University premises in a state of alcoholic, narcotic, or toxic intoxication;
– chew gum;
– swear;
– play cards and other gambling games;
– eat outside designated areas (inter-university canteen, first-floor buffet, "Through the Looking Glass" café, foyer and café of TCC, "Papa Carlo" restaurant, SOK café), carry any drinks in open containers;
– eat sunflower seeds;
– alter the interiors of the premises;
– take photos and videos at official meetings with the University administration;
– enter and exit the University through windows and doors intended for utility purposes.
6.3. Use spaces designated for educational events and common areas for their intended purpose.
6.4. Respect the rights of students, do not create conditions that impede students' right to education.
6.5. University students are allowed to use free classrooms for independent work during working hours. Computer classes for self-preparation are allocated according to a separate schedule.
6.6. The University ensures security, safeguarding of equipment, inventory, and other property, and maintaining the necessary order in educational and residential buildings.
7. ACCESS CONTROL
7.1. The access control system established at the University, which is regulated by relevant university local acts, on the territory of the University and the branch of the Student House (entrance through the University entrance pavilion, entrance to the Student House, passage between the Educational Building and the Student House, entry to the sports and health complex, entry to the University territory (parking), entry to the building of the branch of the Student House, passage through the checkpoint and to floors 1,3-5 of the branch of the Student House) is carried out using radio cards of a unified standard.
7.2. To enter the University territory, approach the electronic reading device and hold the radio card to it.
7.3. In case of loss of the radio card, the student is obliged to report it to the employee of the Department of Human Resources (University entrance pavilion) on the same day and promptly issue a new radio card.
7.4. In the event that the student does not promptly issue a new radio card on the day of loss or the next day, they must contact the faculty dean's office to report the loss, obtain a certificate of loss of the radio card, and issue a new radio card within three days from the date of loss.
7.5. In the absence of a radio card, the security service employee draws up a corresponding report, and access to the University territory is granted upon presentation of the badge (in the absence of a badge - a certificate of loss of the radio card).
7.6. Each student is responsible for non-compliance with the provisions of the Access Control Regulations on the University territory.
7.7. All persons on the University territory must leave it no later than 10:30 PM.
