Admission Rules

When conducting entrance exams for applicants who are disabled or have limited health capabilities, the University ensures the creation of conditions that take into account:

the specifics of psycho-physical development;

individual abilities;
-
health condition.
For the in-person administration of entrance exams, the University has created material and technical conditions ensuring barrier-free access for applicants to classrooms, restrooms, and other premises (including the presence of ramps, lifts, handrails, widened doorways, elevators; if there are no elevators, the classroom should be located on the ground floor).
In-person entrance exams for applicants with limited health capabilities are conducted in a separate classroom. The number of applicants should not exceed:

when taking the entrance exam in written form – 12 people;
-
when taking the entrance exam orally – 6 people.
A larger number of applicants in the classroom is permissible if it does not pose a difficulty for the applicants.
The presence of an assistant, providing necessary technical help to applicants (for instance, occupying a seat, moving around, reading and formatting tasks, communicating with teachers administering the entrance exam), is allowed in the classrooms.
The duration of the entrance exam may be extended at the University’s discretion but no more than by 1.5 hours.
Information about the procedure for conducting entrance exams is provided in a form accessible to applicants.
Applicants are allowed to use technical aids, necessary due to their individual characteristics during the examination process.
The University must meet the following requirements depending on the individual characteristics of the applicants:
1) for the blind:

tasks for completion during the entrance exam are presented in Braille or as an electronic document accessible via a computer with specialized software for the blind, or read out by an assistant;

written assignments are completed on paper in Braille or on a computer with specialized software for the blind or dictated to an assistant;
-
if the entrance exams are conducted in person, applicants are provided with a set of writing materials and paper for writing in Braille, a computer with specialized software for the blind, as needed;
2) for the visually impaired:
-
individual uniform lighting of at least 300 lux is ensured;

applicants are provided with magnifying devices (during in-person entrance exams); personal magnifying devices can also be used;
-
tasks for completion, as well as instructions regarding the procedure of conducting entrance exams, are presented in enlarged font;
3) for the deaf and hard of hearing:
sound amplification equipment for collective use is available, and sound amplification equipment for personal use is provided to applicants as needed (during in-person entrance exams); sign language interpreter services are provided;
4) for the deaf-blind:
services of a tactile sign language interpreter are provided (in addition to the requirements for the blind and deaf);
5) for persons with severe speech impairments, deaf, and hard of hearing:
entrance exams conducted orally are held in written form (additional creative and/or professional entrance exams, entrance exams for master’s degree – at the University’s discretion);
6) for persons with musculoskeletal disorders, impaired motor functions of the upper limbs, or absence of upper limbs:

written tasks are performed on a computer with specialized software or dictated to an assistant;

entrance exams conducted in written form are held orally (additional creative and/or professional entrance exams, entrance exams for master’s degree – at the University’s discretion).
These conditions are provided to applicants based on their application form, which contains information about the necessity of creating appropriate special conditions, and a document confirming disability or limited health capabilities.
The University may conduct entrance exams for applicants with limited health capabilities using remote technologies.

When applying for admission to the University, there is no requirement for applicants to undergo mandatory preliminary medical examinations or tests.
- General rules for filing and reviewing appeals
Based on the results of the entrance exam conducted independently by the University, the applicant has the right to file an appeal regarding:
-
violations of the established procedure of the exam;
-
disagreement with the obtained results of the entrance exam.
The appeal must be filed on the day the results of the entrance exam are announced or within the next working day.
The review of the appeal is conducted no later than the next working day after the day it was submitted.
The applicant has the right to be present during the review of the appeal. A parent or legal representative may attend with a minor applicant.
After reviewing the appeal, the University's appeals committee makes a decision to change the evaluation of the results of the entrance exam or to leave the stated evaluation unchanged.
The decision of the appeals committee, formalized in a protocol, is communicated to the applicant. The fact that the applicant has been informed of the appeals committee's decision is confirmed by the applicant’s signature.

When applying for admission, entrance exams conducted independently by the University are taken in the Russian language.

The University provides applicants with the opportunity to submit an application for admission electronically through the electronic admissions office.

- Information about the maximum number of specialties for simultaneous participation in the competition (for Bachelor’s and Specialist programs)
An applicant seeking admission to Bachelor’s and Specialist programs has the right to submit an application for admission simultaneously to no more than 5 higher education institutions. In each of these institutions, the applicant is entitled to participate in the competition for no more than 5 specialties.
